This is what your agency has done to THOUSANDS of innocent families!!!

If any of you are parents, I sure hope you are able to face them and be honest that you wreck homes, and that children are a commodity.

So can you take it all away? You sure the hell can, the void the hurt you have inflicted.

BUT can you change your disgusting disguise of SATAN?  YES YOU CAN!

What if it were your child/children? would you hurt without them? Would you feel empty?

It would be nice if the heart and souls we were born with, and start doing the right thing, put yourself in the CHILDREN’S SHOES, or do they not fit?

Try on the parent’s shoes, the grandparent’s, aunt’s,uncle’s the family.

TRY to be humane, try saving lives instead of ruining them.

Although The Connecticut Department Of  Children and Families has this” fa sod” that you are better, and have all this power, you are human. You are above NO ONE, you are UNDER your MAKER and that is who you will have to answer to. Commissioner Katz, when you took over I believed in you, I believed that YOU would bring change. I am sorry I believed in you, the only change you brought was more HURT, you allow and sign off on fictitious,lies that are brought to you.

Commissioner   KATZ……. WHY? Do you hate children that much? Is your heart that empty that cold? You speak about change… but that is all, you know actions speak louder than words. ratings should be going down, they are going up. The incentive to be a foster parent! That makes so many sick, with the condition this state is in the lack of jobs!!!! You are just opening the door for more TROUBLE. People are not going into being a foster parent for the right reason, it is money and a survival. You allow these doors to open, for all sorts of abuse. There is MORE abuse that happens to children while in the so called ” CARE”. I hardly call what actions this agency Connecticut Department of Children and Families “CARING”.

Joette Katz, you have the ability to STOP what is going on. To STOP REMOVING INNOCENT CHILDREN. why don’t you? Do you sleep well at night KNOWING the pain you have caused? It is the money, the cost of having a family in a state that is so corrupt, heartless, greedy and all the pretty things you put up about “changing the way things are done” I have only seen more tragedy’s. The suffering to the children, parent’s and it to be ok, like “who cares there are millions of families, they will get over it”. That is the image YOUR agency has. The Federal government has been involved for over two decades, they haven;t left because once again your agency FAILED to do what was agreed upon, more foster homes, you didn’t. So with limited paces to put  A LOT of innocent children that had NO NEED TO BE REMOVED. The answer…. ADOPTION!!! Rushing through the process, the laws, anything to get to the TERMINATION OF PARENTAL RIGHTS.

I feel sorry for you, I truly do. I feel sorry for all of the social workers,investigators etc. Why? Because there is no care, no compassion, and I wish for all of the innocent children and their families that one day you will wake up and realize what you have done. It is no secret that thus agency is on VERY thin ice. But I pray that you will wake up and be a leader, and stop following the ways… and the money trail. You cannot be a truly happy person with the things you have allowed. But it is NEVER to late to change your ways. And really read what is in front of you, ask questions before you sign a paper that will destroy a family. I would really like to see change, instead of a constant flow of complaints. Your “HOT SPOT” departments are WATERBURRY, TORRINGTON, MERIDEN, and many more but those are three, of MANY.

It is much cheaper and FAR less devastating if you would help not hurt, a few examples. Instead of removing say due to a furnace being broken have it fixed, if there is a family that had power shit off HELP by getting it back on. So many simple things, clearly you know this state is broke, why keep putting us in more debt by ripping good families apart? Problem solve, it’s so easy to just remove though. NOT. PLEASE stop hurting and HELP. If you only knew how much damage you have played a part in, the type of damage that CAN NEVER be repaired, unlike a furnace, a refrigerator, etc. Stop the hunt for children for money. To your department you can put a price tag on a child, that is devastating, disgusting , and inhumane. You have the power to make a difference, this a a cry from thousands of people in this state. Story’s continue to come everyday, and it is quite odd how they are all VERY similar.

Parent’s are getting stronger, people are getting stronger. The time for change is now, it will happen you as a woman as a mother, should want this change and act upon it.

Torrington D.C.F, lying social workers twisted story’s and the truth

October 21, 2010 at 8:37 pm   For starters never believe ANYTHING DCF tells you. Jennifer Birden who works out of the Torrington office of the Department of children and families in Connecticut. This woman, Jennifer Birden is a liar, as are most D.C.F workers, but she Jennifer Birden even under oath while  on the stand lied! She made a promise, or an “ultimatum” for my son to be returned home where he belongs. The “deal”to get MY child back  was to leave his father. The question is did it happen? Absolutely not!!! She denies even saying this. She meaning Jennifer Birden from the Torrington D.C.F office will twist things around lie to your face and in the a court of law, and get away with it!!!  A few examples   1)she said she referred me to Family Catholic Services that is a lie, Jennifer Birden  from D.C.F from Torrington did,not I took myself there. 2) She also said she wanted me to attend AA, this is again another lie, it was only my childs father that was suppose to attend.3) She also claims that my 5 year old (at the time) told her that he needs to talk to her about some things, and that he said he was afraid of guns. My husband now thought he would be honest with her and let her know he does have guns and they are kept in the bedroom closet in a safe. Well she twisted the story around (once again) and said my son is afraid of guns, when in fact my son never knew about the guns. In the very beginning of my case Jennifer Birden was” new”.  I was told by DCF if I leave the house and go to the fathers sister’s house, in which she and her husband are nurses, that they would not remove my son. The next day they came and took him. Jennifer Birden called me from her home crying and saying” she does’nt thing she can stay with her job”. I asked “why”, and she said because how DCF lied to me, and came and took my son when the Department of Children and Families in Torrington, said they would’nt. She even cried on the stand during the first trial. Well Betty Paul gave her hell for that, I’m sure and all of a sudden she became this sweet young lady I met earlier to one of the brain washed social worker. When I did have my son home, they sent Social Worker from Torrington D.C.F Sandy Russco over for a home visit, and she” claimed” I was trying to smuggle my son. My son and I where having pillow fights and not once did I ever put a pillow over his face. The strange part of this is if I was smuggling my son, then why is it she never called the police? Or remove my son? Or call her office!!!! I was not aware of this until weeks late .I have done plenty of research on The Department Of Children And Families in Connecticut, and found out a lot of disturbing information how many people have very similar story’s they “lease” our children out and after a year try and make a case to terminate rights, and then there open for adoption. Did you know they get 250,000.00 per child and this is why they keep a  case open so long. When is there going to be an end to all of the pain this “AGENCY” continues to cause? Why do they claim to want to help or to be here just to help….. with all of the story’s it is far from that. They shop for children, they make money off of our children, our flesh and blood,they wreck lives. Why WHY is this allowed??? How can a human being do what they do to people, and children. it is nice to know that they do not care for you or your child, it is the money!!!! Governor Malloy please help!! You can call the ombudsman office but they work for the commissioner KATZ, and the Attorney General looks over and protects them. The time will come, so many are coming together, enough is enough.

Emily J. – Lawsuit which challenged the conditions of confinement in the Juvenile Detention Centers operated by the defendant officials of the State of Connecticut and the state’s treatment of those children confined in those facilities.

 

Juan F. – Consent decree which resulted from a federal class action suit filed against the Department of Children and Youth Services, now the Department of Children and Families (DCF). The suit broadly challenged the department’s management, policies, practices, operations, funding, and protocols concerning abused and neglected children in its custody and those who might come into its custody.

Department of Children and Families Ruins Familes

For over a year now corruptct.com has been contacted from hundreds of people. Parents, Grandparents, Sisters, Brothers etc. The people who contact us are usually victims of  The Connecticut Department of Children and Families. When you hear the same story from hundreds of people, the story of how this agency has done nothing but hurt families. Horror story’s about the foster homes children are put in, the abuse that occurs in these foster homes. How disgusting it is that innocent children are taken based on lies, lies told by the social workers and continued on to the supervisor and commissioner. The way you target lower income families and even more disturbing the fact that you hunt for the age of children, the ones that benefit you, the ones whom you can get the Federal money for. You take these children based on lies, you ruin lives and scar them forever. Robbing them of  their innocence, of the feeling of safety inside of the home they belong in. The scars you leave and the lack of care towards children and family’s. Your motive to hurt and destroy so many people. How you continue to do induce so much pain upon others,  and how the people behind all of the lies told are able to sleep, to think it is ok. I thought with the new commissioner things would change, and that has not happened. WHY? Why do you continue to hurt people.

With all of the people that have contacted us, from all over the state and the story… is always the same. It is far from a coincidence it is a tactic to seek and destroy.

Through the eyes of a 15 year old in CT DCF Foster Care

Another Bad Memory, another reminder…..please make the pain stop, please God what did I do wrong, please God make the horrible memories go away. The Connecticut Department Of Children and Families, they lie, they hurt and they do not care about me, I am a kid who has had to suffer for no reason. I do not think I will ever not remember what they did. The other kids that were in foster care home I was living in were mean to me and all I wanted was to go home.

“It’s good to have you back in school!” My eight grade teacher said, “Why don’t you stand up and tell the class where you went and how was your other school, what did you learn, how were the other kids” Oh no! Wanting to just run, my body felt hot, I was shaking and once again I have to say the words, foster care. I am scared, I did not go to school when I was in foster care, and I only went to school for two days, the last two days I was in the foster home.. She slowly rises out of her chair; the whole class has their eyes on her, waiting for her response. With her head held down so she can’t make eye contact with anyone, she’s feeling humiliated, she starts to sweat, her stomach feels sick. She then wonders what to say, with her head down she says quietly “I have been in foster care” then sits down praying the kids will not make fun of her or start rumors. She just wants to run out of the school…it will never be the same. I still have, nightmares, the fear that they will take me again. How will I cope? Being with my family, but it will not be complete until my brother comes home. I miss you so much.

 

How is this possible what did I do, did my parents really just leave me here with you?  Do they know you use drugs and hit me when you’re mad, I am so confused?  When I was at home it was never like this please mom, please Gram, please Granpa, come back for me , I promise whatever I did I will never do again I just beg and plead with you come back and take me home.  I am scared and tired I feel so alone!

That was how I felt every day, but it was not my family, it was not anything I did, I am a good kid, and my family did nothing wrong.  The ones to blame are the people that work for The Department of Children and Families. I know their names, they are not nice they are liars and they steal kids away from the ones that they love and love them. So maybe somebody will look into why I was abused, they stole me and left me alone with strangers so they could beat me up. The names are Megan Hinchey she was the one who investigated, Rosemarie Hennessey A.K.A Missy Hennessey, then there was Patty Polanco, the only one that helped, that saw what they did and saved me. But no one can ever make me forget what I went through in 5 weeks in a foster home.

What is happening?

 
Mom, why are they taking me?

 
 
 
He looks back through the window shaking as he slowly watches his family and home disappear from his life.
 
 
He wonders why his family let him go.
 
 
His tears start to fall. He tries so hard to keep them back, he’s already embarrassed and humiliated.
 
 
He loses the battle, his spirit is broken. He starts to feel an unbearable pain in his stomach.
 
 
He now can’t cope anymore and just 11 years old.
 
 
A memory and feeling he will never forget…..
 
And it’s all because of you,yes it’s true
 
 
DCF and the home wrecking crew, and all the horror they do

Disparate Impact Discrimination

 

Federal and state employment laws such as Title VII of the Civil Rights Act of 1964 prohibit intentional discrimination against people on a number grounds, such as their race or gender. But employment practices that have no discriminatory intent, yet have a disproportionately negative impact on protected classes of individuals are said to have a disparate impact and are still prohibited by law, with some important exceptions. Still, this means that a given practice may discriminate against a given group even if the employer had no intention of doing so.

 

Disparate impact discrimination is a legal theory first recognized by the courts. In addressing a Title VII discrimination case, the U.S. Supreme Court said that the burden of proof shifted to the employer once the employee (past or present) or job applicant was able to prove that a particular employment practice caused a disparate impact on their protected class. The Civil Rights Act of 1991 later amended Title VII, clarifying that once an employee establishes the existence of a disparate impact from an employment practice, the employer must then prove that such practice is “job-related for the position in question and consistent with business necessity.”

 

 

Lawsuits based on the disparate impact theory often stem from layoffs, pre-employment skills testing, or other employment-related actions that impact a wide sample of individuals. The first U.S. Supreme Court case addressing the issue involved a company’s high school diploma requirement for screening labor applicants. Although the employer was not acting intentionally, this requirement excluded a substantially higher number of African-American applicants than it did Caucasians.

 

Proving discrimination on the basis of disparate impact is generally difficult, especially since there is no single specific threshold or test. Therefore, each claim is decided on a case-by-case basis and may require considerable statistical analysis. Age-related disparate impact discrimination cases are often even more difficult because different laws apply to protect individuals from discrimination on the basis of age. Under these laws, employees can still establish age discrimination on the basis of a disparate impact, but the law provides more leniency to employers defending their practices

A Grandmothers fight Ct Department of Children and Families, it is all about money

I practically raised my grandson until my son was on his own and able to care for his son. The mother was and has been in prison for years. The maternal grandparents NEVER had any relationship in the 17 yrs with my grandson. Well, the dope addict mother was released on parole (08), and, comes to the state where we live and takes the son back to CT . My son and I searched everywhere only to find out the mother had him. My son had custody and CT DCF did nothing. About 2 weeks later the mother went back to prison and is still there. My son was killed a month later…Now, my grandson has gone from re-habs to Alternative schools since 08. DCF refused to give me my grandson & made it clear they had guardianship. Then in late 09,DCF notified me that they wanted to meet me and, do their “background” on me. I complied with everything!! My grandson was to come live with me and, I was excited. The maternal grandparents wanted nothing to do with him. Well, after MONTHS of waiting, emails, phone calls, visits etc., DCF put my grandson with the maternal grandparents. I was shocked, confused… amongst many other feelings as I HAD prepared for my grandson to come with me as I was led to believe by CT DCF… I told DCF it was a matter of time before they, the maternal grandparents, would disown him as they had all his life. They knew these Grandparents background but…. My grandson went to the grandparents home May 2011 and, was kicked out June of 2011. I never received a call from DCF. I found out through my grandson when he called to tell me. I emailed the DCF worker and told her how badly she failed my grandson and, that I told her this would happen, but, she cared nothing… I was sick to death over this as I wanted my grandchild. And, fought to get him. I have a beautiful home,nice schools,and, run 2 business’s & I LOVE him as I have all his life. DCF instead placed him in a “group home”. Not with ME. Now,2 nights ago he left the group home and, called me saying he wanted to come live with me. He was on the streets, no where to go, no money, no food. I had to tell him I could not come to get him as DCF had guardianship and, I could get into trouble. So, he called the “hotline” and, DCF put him in a place where he could “have a bed”. I emailed his DCF case worker and, told her I had, had enough of what they where doing to my grandson and, that I wanted him here with me. She, the DCF worker said that my grandson would go to DHMS an adult learning center where they would “transition” him into “independent” living….17 yrs old and, in an adult center??? Transitioning??? I have emailed her and told her my grandson HAS a family that LOVES him and, we want to have him with us. We want to get him into ROTC & college, give him the life he deserves. A chance for a great future NOT some “transition”.. But, again, I have fallen on deaf ears. This woman has only known him for a year+, I have had him his whole life yet she controls and, decides his future…A future he will never have because of this agency. He is only 17 and, needs his education, and his family. But, Ct DCF is doing what she wants. She cares nothing about him! IF She did she would place him with his family here but, No.
DCF needs to be stopped and held accountable for what they are doing. I fear my grandson will end up in the system or dead and, all because of DCF in CT. (I have even told her this but, she shows no concern at all. ) I am now contacting a childs advocate attorney in CT. DCF is worthless,heartless, and, has absolutely NO childs interests in mind!! They only care about their Government paycheck.
With all the children in DCF custody, children that are abused are returned to the abusers, children are cast off to different homes,institutions etc. The easy way out for DCF. They still go home at night to their warm beds and family without the slightest concern for the children unfortunately put in their care or where they place these children!!!
I would truly appreciate any information anyone out there may have concerning how we can STOP this agency from destroying childrens lives. I fear for my grandson’s life….
DCF is very incompetent. No matter how much you PROVE the family or institution THEY decide to put your child in is the WORST environment, DCF could care less. THEY CAUSE CHILDREN WHO MAY HAVE HAD A BRIGHT FUTURE TO FAIL!!! Then blame it on the child…
My Grandsons CT DCF worker has stated MANY times that if he makes a wrong choice then he has to pay the consequences….I have told her all children need guidance and, that no child should be able to make their own choices. But, again, She will not listen..She just places him where ever there is a bed..when he has a family/home waiting for him.
I would love to see statistics on how many children fell into the system, and/or died while under this corrupt, incompetent agency. And, if any of these DCF workers have been held accountable for their failures.
CT DCF is setting up children to become dislocated from their familys, uneducated, and, in the end major failures. And, DCF just continues to “rule” and, collect tax payers money. Children are falling through the system and either enter into crime or die. WHY is DCF NOT held RESPONSIBLE!!!! WE WOULD BE ARRESTED AND JAILED FOR CHILD ABUSE YET THEY GET AWAY WITH IT EVERYDAY!!!
DCF MUST BE STOPPED!!! THEY ARE DESTROYING OUR CHILDREN.
